SJD October Developer Update Meeting (on 10/11/2005)


The next Development Update Meeting will be held on October 11, 2005 at 7:00 p.m. at Sienna Crossing Elementary.

***Everyone is welcome to attend.*** (does this mean open meetings laws are enforced?)

If you have a question, comment or concern that needs to be addressed prior to the October meeting, please call 281-778-7777.

    I never go to these things anyway. They ignore the big issues. I remember when the ditch issue was hot and all they did was shift the blame.

    I think any organization that manipulates reporting loses the trust of those clients they seem to be reporting too. I've noticed this often in sales. We should keep an eye on it and prosecute when needed.

  17. These are the new restrictive rules for residents and homeowners--non voting members of our SPRAI board in order to speak before the all developer/board (kinda reminds you of the lords of the manor of jolly ole England circa 17th century):

    SIENNA PLANTATION RESIDENTIAL ASSOCIATION, INC. MEMBERS’ TIME AT BOARD MEETING POLICY

    1. Purpose. To set aside a special time at regular Board meetings for Members/Owners and residents to address the Board in person and in a public forum, expressing their views and opinions on the affairs of SPRAI and other matters of interest.

    2. Policy. Members’ Time will be set at 6:00 p.m. (unless otherwise determined by the Board President) during each regular Board meeting, and will last no more than 30 minutes. At the end of Members’ Time, the Board will continue with the agenda items.

    3. Procedure.
    a. Any Member and resident (or other party at the President’s discretion) may address the Board once during Members’ Time. Members wishing to speak should complete the form provided for that purpose before the start of the meeting, or request permission to speak before Members’ Time ends.

    i. The Member must include their name, address, phone number, email and topic of discussion.

    b. Each Member will be allowed approximately **3** minutes to speak. Depending on the number of Members wishing to speak, the President may adjust the time allotted for each Member. A Member may not yield his/her allotted time to any other person.

    c. No Member shall otherwise speak at any meeting unless recognized by the President.

    d. Members shall refrain from obscenity, vulgarity, or any breach of respect. Improper or disrespectful conduct shall result in the immediate expiration of the Member’s allotted time and may result in the Member’s expulsion from the meeting.

    4. Board's Role.
    a. The President may address a Member’s comments, or allow another Board member or Staff Member to address the comments as appropriate. b. While some discussion between the Member and the Board may take place, a lengthy dialogue will be avoided.
    c. The Board may refer comments made during Members’ Time to Staff for review or action, or to be placed on a future Board agenda for discussion and/or action.
    d. Unless comments relate to matters already on agenda, or the Board adds the matter to the agenda, the Board will not address the topic at the Board meeting.

    Additional comment: Wasn't this nice of them to allow a whole 3 minutes to speak and to pass this without any feedback from the 5000+ non-voting members of the residents association.


    CRD--would like to continue to urge the SPRAI board (the developers of this community and Riverstone--Johnson Development Co. of Houston) to allow residents to vote for at least 2 at large homeowners to represent our interests on this council as was the case in many neighborhoods when they went through developer control in this area.

    Supporting/reasons for request:

    --Can't go into executive session without a homeowner board member present.

    --Could actually challenge votes if some of the developer/board members do not make it to the meeting (see quorum rules).

    --Gives residents someone to go to who is a homeowner in this community and represents our interests.

    --Charging us nearly $3 million+ a year gives us the right to this representation (no taxation without representation).

    --Real voting representation is always preferable to non-voting representation and is a cornerstone of our democracy.

    --Helps improve the flow of communications.

    --etc...read the U.S. constitution for more SJD!

    I don't think under the circumstances it would be wise to offer names in this forum. Obviously it is monitored by attorneys.

    Here's one:

    A lawyer, named Thomas Strange, was shopping for a tombstone. After he had made his selection, the stonecutter asked him what inscription he would like on it.

    "Here lies Thomas Strange, an honest man and a lawyer," responded the lawyer.

    "Sorry, but I can't do that," replied the stonecutter. "In this state, it's against the law to bury two people in the same grave, and the authorities would be confused. However, I could put 'Here lies an honest lawyer.'"

    "But that won't let people know who it is" protested the lawyer.

    "Sure they will," replied the stonecutter. "Everyone who reads it will think, 'That's Strange!'" . . . ;-)
