RAISING A RED FLAG OVER ARCOLA!

I wanted to raise a red flag for homeowners and residents on this end of the county living in the Missouri City-Arcola areas.

A recent piece in the Fort Bend Star by a Ms. Skinner (p.12) on 1/4/06 highlights many issues that Bob Hebert, chief county judge, has not been forthright about to homeowners and voters in this region over the months. Mr. Tom Hilton, a local homeowner and activist against the airport expansion, has uncovered many documents which highlight the inner-workings of Mr. Hebert’s business networks that demonstrate his advocacy for compadre and airport owner Jaime Griffith (see http://www.citizensforbettergovt.org). Mr. Hilton has tried as a private citizen to bring these issues to the 10 to 15,000 residents living along this fly-way whose home values will be severely impacted by these elites actions. This is definitely not for the greater good of those living in this community and the largest number of people. . .

Tom Hilton, a relatively new resident of Arcola and an outspoken critic of plans to include McKeever Road in Arcola in a county mobility project, says Fort Bend County Judge Bob Hebert’s recent published statements on the reasoning for the project need to be countered.

Hilton said Hebert’s published comments justifying the reasoning behind the McKeever Road project is, he believes, misleading. Hebert has been behind everything that will benefit Houston Southwest Airport and is not looking out for the citizens of Fort Bend County, Hilton says. Hebert says Hilton has a conspiracy theory that simply is not true.

Hilton said Hebert claimed the reason that McKeever Road needs to be widened is for traffic relief purposes. “That statement is in total conflict with many other statements relative to economic development interests and I believe that the “driving factor” is in fact the owner of the Houston SW (Arcola airport), Jamie Griffith. Mr. Griffith has close ties to the Greater Fort Bend Economic Development Council of which Judge Hebert is the past Vice Chairman.

The conflict is clearly illustrated in a letter from Griffith to former County Judge Jim Adolphus which states, “An integral part of the future development of Houston SW is the expansion of the airport north across McKeever Rd...In order for this to happen, McKeever Road needs to be diverted up to Highway 6 where it will tie into South Post Oak. To facilitate the inclusion of this project in the upcoming election (Mobility Bond Election), I will commit to dedicating the right-of-way to the county and to funding 50% of the road’s construction cost....” In other words, Mr. Griffith was directing the county judge to include this road into the County Mobility system, just as he is directing Judge Hebert in that action today. The only reason that McKeever is being diverted and South Post Oak is included in the County’s Mobility Bonds, is because Griffith had it put in there - “traffic relief” had nothing to do with it,” Hilton said.

In a recent Fort Bend Star interview with Hebert, he said the county is not doing the McKeever Road project to benefit Houston Southwest Airport but the airport’s owner will benefit inadvertently through an increase in property values and annexation into the city of Arcola. “This statement is ludicrous,” Hilton stated. He said Judge Hebert has taken a leadership position on pushing this project for almost 6 years now, as evidenced by the letter from Griffith to Hebert and the other leaders of the Greater Fort Bend County Economic Development Council (GFBCEDC). Hilton claims there has been a concerted effort by Hebert, former Arcola Mayor Roy Jackson, current Arcola Mayor Alvin Gipson and Arcola Council member Greg Abarr, as well as Greater Fort Bend Economic Development Council director Herb Appel, Bob Brown, Chuck Willis, Linda Howard of TxDOT Aviation, Mike Nicely of FAA, and others over the last several years to promote the expansion/acquisition of this airport.

Hilton also said that an integral part of the planned expansion of the airport depends primarily on the diversion of McKeever Road up to Highway via South Post Oak.

“Also, why is the Mayor of Arcola openly stating that McKeever Road will never be closed, then instructs the City Attorney Jim Dougherty to draft an Interlocal Agreement with the County to do that very thing just 5 minutes after that statement at the December 13 City Council Meeting? Seems odd to me, unless someone is not telling the truth here. There is a conspiracy here Judge,” Hilton said on his website in response to Hebert’s comments. Hilton’s website, which lists the chronological order of airport events and dates back to 1999, can be viewed at www.citizensforbettergovt.org.

Hilton said Hebert also claimed in the same article that only about 100 feet of land would be needed off an 8 acre parcel and the county will not be taking acres and acres of prime land. Hilton said he felt the figure quoted by Hebert was substantially lower than what the maps of the project indicate. “I know a little bit about maps, and my estimate of the amount of land that would be grabbed is about 10 acres - worth about $650,000. In my estimation, that constitutes “acres and acres” – not much to a County Judge, but everything to the citizens who own, pay taxes, and plan their dreams for this property,” Hilton noted.

Hilton also said the county will be required to compensate adjacent land owners for reduced property values as a result of the road intruding into Newpoint Estates. He said by his estimation that the county would probably pay in the neighborhood $300,000 and with that amount figured in, it would cost the county somewhere around $1 million.

Hilton also disputes the claim that traffic relief is needed in that area. He says the current traffic count for McKeever Road is 200 cars a day and the projected count is 600 cars a day. “There are many other unsafe roads in Fort Bend County that deserve this mobility bond money than this boondoggle,” Hilton stated. For instance, Harlem Road is one of the most dangerous roads in Fort Bend County, Hilton said, with about 10,400 cars traveling on the roadway currently and a projected traffic rate of 29,000 cars a day. This road, according to a report by the Houston Galveston Area Council (HCAC) has one of the highest accident rates, said Hilton. . . .

What and who am I?
A snake and a rabbit were racing along a pair of intersecting forest pathways one day, when they collided at the intersection. They immediately began to argue with one another as to who was at fault for the mishap.

The snake agreed, and started by winding himself around the rabbit. After a few moments, he announced, "You've got very soft, fuzzy fur, long ears, big rear feet, and a little fuzzy ball for a tail. I think that you must be a bunny rabbit!"

The rabbit was much relieved to find his identity, and proceeded to return the favor to the snake. After feeling about the snake's body for a few minutes, he asserted, "Well, you're scaly, you're slimy, you've got beady little eyes, you squirm and slither all the time, and you've got a forked tongue. I think you're a lawyer!"

While it is not the association’s mission to take positions on land use issues, in general the SPRAI Board is supportive of any effort that might improve the current economic condition of the Arcola area. However, we cannot support any proposal or project that would create a safety concern and or a sight or sound nuisance to the residents of Sienna Plantation.

Prescott Small is just such a local homeowner and former republican who is running to reform this type of politics. He is the proverbial dark horse facing a seemingly insurmountable campaign war chest ($300,000+) of Mr. Hebert. He is a new face and a refreshing one too and I believe a needed outsider in a election season with many “insiders”. No doubt he will go through the smears and typical campaign rhetoric at all levels, but IMO he will be the best person for the job because he will represent local interests and not the Houston special interests. PLEASE CONSIDER VOTING A MIXED TICKET THIS YEAR! You don’t have to follow my suggestions but look into the candidates you are supporting and definitely see who is contributing to their campaigns! GOOD LUCK PRESCOTT!! The odds are against you but they are odds I like so come out swinging!

I wonder why developer-backed mayor for life of Missouri City, Allen Owen, and some of his council supporters don’t speak up against the airport expansion? Doesn’t this directly impact many home/property values in those communities and thus the tax base of that city?

I just wonder if Owen would ever speak up against any large developer project, ever. . . ?
