Last spring the mayor and entrenched council launched this project right before city elections after decades of neglect saying that not much was going to happen for 15-20 years out. This while new development along hwy 6 by company executives contributing to many of the council members got a TIRZ (special tax zone) set up in prime commercial area. It was questionable as to the need of the zone given the then rate of growth. TIRZs were originally conceived for redevelopment of blighted areas, but it seems land use lawfirms have found a new use for them that create invisible holes in local county and municipal budgets, while shifting the tax burden to its residents.
I believe its what they used to call a "free ride".

Councilmembers Gary and Reiter, who represent these areas are obviously not of that belief. Especially with the economy and financing being what they are and will be for at least a year, it seems highly unlikely that the Texas Parkway area will get much help from developers. Contrast all that with the attitude that the Council has toward the Quail Valley Park improvements - Gung Ho!, to say the least. What is the difference? Citizens should be reminded that the City doesn't even own the Golf Course yet but we have already invested over $8 million there, incredible though it may seem! Summarizing, the City has to take the first step toward redevelopment of Texas Parkway and with Mayor Owen there, it will never happen.

With all the emphasis going to the areas along hwy6 in the ETJ and the 20 million being sunk into the QVGC before the Eminent Domain abuse case has even been settled we see some poor leadership. However Reiter has been on the council and involved with city government for over 18 years. She did nothing for the pkwy/1092 area until now. Why? Because another city election is coming up and she only held onto her seat by 3 votes in '07. She needs to go too! Gary road into office on this issue and running against Owen, we haven't seen that in Reiter at all. Of any of the council members she is the most vulnerable owenite and if you check her campaign finance reports you will find many hwy 6 developers and other special interest on it, which raises some questions considering her districts location and the lack of projects those contributors are involved with in her area.

I think the Council needs to really look hard what has caused their hesitation to go forward with the Texas Parkway redevelopment. The biggest problem is not what is apparent but it’s the attitude of the Council Members and politics. They don’t get votes for improving Texas Parkway. District A has never been a big vote generator. Besides, they just spent a load of money on Buffalo Run Park and their development of the Willowwisp area should generate a few new jobs. They’re feeling pretty satisfied.
The Council makes a big point that citizens shouldn’t be selfish and only look at their own district but they are the worst offenders when it comes to setting this policy. They say they don’t discriminate when it comes to funds allocated to the various districts but this is exactly why development on Texas Parkway and Cartwright is stalled. The Council has spent a load of money for the QV Park and Buffalo Run Park and now they’re through, period. They don’t want to increase taxes through another Bond Issue and there is no other way for the City to lead the way.
Council members lack the contacts, initiative and energy to get the job done. Some say they’re burnt out but they sure seem to have energy when it’s a project that’s going to get them votes.

as a long time resident of MC I can understand the caution and the reason to not jump into this project. I've watched as the Post Oak area deteriorated, and what happened to Westbury next was criminal Westbury at one time was a beautiful place to live and shop....then Fondren.
Call it what you wish but it happened and I don't want this area to become a Detroit or a NOs or even a Houston..all have high crime rates and substandard living conditions..all run by dems....and all a place a I wouldn't live. How's that sanctuary city going Houston?.....for those who hate MC and want to destroy the standard of living you'll have a fight on your hands. Those who want to better themselves and better the community...welcome to MC.....leave the hatred behind you.

In response to your query mnr, the $300 million dollars was included in the article with the links I posted from the FB Indep. They were apparently part of the interview with the TIRZ and developer attorneys. What basically happens in a TIRZ is the tax dollars paid on the land before the board is formed continues to the city, county and participating entities. In this case several of the larger development companies involved have been regular contributors to several of the council members (and commissioners) including the mayor (excluding professor Gary from district B, none showing up on her '08 finance reports) and so have some of the lawyers from at least one of the involved lawfirms.
Next, after the board is named by the mayor and council members along with the involved development companies (not elected), the city planning and zoning commission will move forward with rezoning the area, which has the impact of raising the property values within the zone. The appraisal, county involvement, usually then increases and the taxes produced go to the TIRZ to be used again for infrastructure and more development.
What is unusual about this particular TIRZ is the fact that it is in a fast growth area already that was seeing normal development. Most of MC was built without these as was most of the county. In effect this zone hyper-accelerates that growth, while creating, what some call, an invisible hole in the participating entities budgets (because that money is not going to them any longer). If we approximate from the projections from the lawfirms involved in the FB Indep. PR release, about half of that $300 million is recaptured tax dollars (by the zone). Without the rezoning, IMO, the incentive would be far less to set up such an area.
As a county taxpayer, my concern is that we, according to the tax foundation, are the 5th highest property taxed county in the country. These budget holes, zones, abatements and numerous other corporate welfare tools, indirectly shift the property tax burden to home and small business owners not able to influence such large scale taxing gifts, or make the level of contributions to key politicos over prolonged periods to insure support (is it fair to all homeowners and small to medium size businesses?).
Further, if you read the FBN piece from '07 on this, you would see that state law set these zones up for "blighted areas" or to redevelop older areas of cities, not for prime commercial development as this is being used. Before this zone that area was undergoing normal and healthy growth, one of the hottest areas of the county. HCC was already built, a county library, several hundred apartment units, offices and retail businesses, etc. (drive it and see).
Contrast this to the other article here on TX Pkwy/Cartwright and 1092 (Murphy Rd.) where one failed TIRZ (5th St.) that was basically abandoned by the city and the failure to establish one for TX Pkwy in '07 & '08, but they continue to "study the problem" saying it will take 10 to 15 years for anything to happen. From the different reports you can see the frustration of the residents as tax dollars go to ETJ development and some special interest projects while the older areas go neglected, as has been the norm in MC along this corridor, IMO, for several decades.

When Kevin Tunstall approached the microphone at Monday night's Missouri City Council meeting, the District C council candidate hadn't completed two full sentences before Mayor Allen Owen stopped him.
"Let me caution you," the mayor said, "I will not allow a political speech" during a council session. It was as if everything that happens before a city council or county commission doesn't carry political overtones, especially less than a month away from an election.
The subject of Tunstall's comments, for instance.
He was there to talk about this arcane economic development tool called a Tax Increment Reinvestment Zone. And it turns out that the theory and practice of creating such TIRZs is fraught with political implications, since TIRZs go hand-in-hand with land developers. And in Fort Bend County, as everywhere else, it seems land developers go hand-in-hand with politicians.
Tunstall said he'd been prompted to study up on the concept of a TIRZ, after two other Missouri City residents - one a past political candidate and the other a current council candidate - had approached council at consecutive recent meetings to suggest a TIRZ should be used to attract business and development along Texas Parkway and Cartwright Road. Council members suggested the two citizens were short on facts about TIRZs and how they operate.
Just The Facts, Ma'm
All of which apparently prompted Tunstall to take a peek at Chapter 311 of the Texas Tax Code, which governs TIRZs.
Basically, a TIRZ is meant as a vehicle for financing structural improvements and infrastructure within a certain geographic area. Taxes paid by the property owners within that area are used to pay for those improvements. The theory is that by adding infrastructure and/or structural improvements, the value of the land in the zone will increase, benefiting both the landowners and the city.
The theory also is that a TIRZ is to be used to jump-start areas where growth and development is "impaired or arrested," but more on that later.
Tunstall said he wanted to make sure he understood the laws governing TIRZs, so he sought out and spoke with one Patricia Bailey at the Texas Comptroller's office, identified as a TIRZ expert. Among other things, Bailey told Tunstall her office is required by law to maintain a registry of all the TIRZs in Texas, and her office is required by law to obtain an annual report on the activities of each of the state's TIRZs.
"A shocking fact," Tunstall told the council, "is that this young lady had no record of the two TIRZs" Missouri City says it operates.
"I'm sure it's just an oversight," Tunstall told council members. "For your convenience, I've attached Ms. Bailey's phone number...and she will be expecting your call."
"I cannot say tonight that we do or do not" have any TIRZ reports filed with the state comptroller, Missouri City Manager Frank Simpson said as Tunstall walked away from the microphone. "But I'll look at it first thing in the morning."
Bailey was out of the office on Wednesday and couldn't be reached. But you might find a peek at the Tax Increment Financing Registry, maintained by the state comptroller's office for all TIRZs in Fort Bend County, somewhat revealing.
While I think compliance with the law is of rather major importance, what strikes me about the TIRZ is the reason it was invented in the first place.
According to the tax code, in order for a geographic area to qualify for TIRZ designation, that area is supposed to either:
→ Be someplace that has "substantially arrest(ed) or impair(ed) the sound growth of the municipality or county creating the zone...or constitute an economic or social liability and be a menace to the public health, safety, morals, or welfare in its present condition and use..." or;
→ "Be predominantly open and, because of obsolete
platting, deterioration of structures or site improvements, or
other factors, substantially impair or arrest the sound growth of the municipality or county."
In Missouri City, they've designated an area including Houston developer Newquest Properties' Fort Bend Town Center as a TIRZ. This is a planned retail development at State Highway 6 and the Fort Bend Parkway that likely will include a big Kroger store in its first phase, and the smaller retailers that typically follow a big grocery store into a strip center.
A report published by Missouri City in 2003 called this intersection the eventual center of the city, once its extrajudicial territory all is annexed. Expectations are that it will become one of the heaviest traveled intersections in the city once the parkway is completed - and it's pretty heavily traveled already.
Meanwhile, the city is in the process of creating a third TIRZ, near Sienna Parkway and State Highway 6, only with a twist. In this case, the city has also approved creation of a municipal management district. The TIRZ would contract with the management district to build everything developers want within the district, and the TIRZ tax money would, according to a representative of Allen Boon Humphries Robinson, be "funneled" to the management district.
Obviously the above two geographic areas are not blighted and are not in any way arresting or impairing growth and development in Missouri City, Texas. These are probably two of the most desirable tracts of commercial land available in the area.
But they still can be considered for TIRZ designation because the Texas Legislature in its wisdom included a paragraph that gives just about any developer a shot at having his or her infrastructure paid for by property taxes.
You can be eligible for a TIRZ if your land is in "an area described in a petition requesting that the area be designated as a reinvestment zone" as long as 50% of the property owners sign the petition.
Does that still make it the right thing to do? Does anyone think the intersections of Sienna Parkway and State Highway 6, and the Fort Bend Parkway and State Highway 6 wouldn't turn into big commercial developments all on their own without benefit of tax breaks that developers of other properties aren't able to obtain?
To me, those questions are what makes the arcane TIRZ a political issue.

I remember being able to drop the kids off at the cinema and shopping at the Kroger, but after they finished the toll road traffic began to bypass the parkway. I attended the meeting on all this and saw many pictures and heard several promises. It would be nice to believe all this, but that hasn't been the case for years with the city looking elsewhere for too long.
