School Is Dangerously Overcrowded, Lake Olympia Parents Tell FBISD Board

More than a dozen Lake Olympia parents attended the FBISD Board of Trustees meeting Monday night to appeal for relief from what they described as chronic and dangerous overcrowding at Lake Olympia Middle School.

Nine residents, many parents, spoke to the board about problems their children are having with school safety, student achievement and general school climate.

LOMS attendance boundaries are set to change next year with the opening of Billy Baines Middle School in Sienna Plantation. The rezoning plan has been controversial in the eyes of many Lake Olympia parents who feel the district drew lines favorable to the interests of Sienna residents and that the final plan ignored the considerable growth taking place on the north (LOMS) side of highway 6.

Currently, LOMS has 1,717 students. Records received from the district indicate the school has capacity for only 1,371 students. Baines MS is being built to relieve LOMS. Current projections show Baines, which will have roughly the same student capacity as LOMS, will open in the fall with roughly 700 students while LOMS will retain more than 1,200 children. . .

COMMENT: With 2700 apartments approved by developer-backed Missouri City Mayor Allen Owen coming to this area starting in '06 are the projected number of students currently zoned to the new SP middle school accurate and will the additional students from this development project over-crowd Baines MS in the same way LOMS is currently?

It would be nice if the state of TX would require the developers to kick in on start-up costs for new schools. This may help make them better stake-holders in this process since over-crowding is a factor of over development (are you listening EDC?). . .

Does treating this as simply a rezoning issue make sense? Shouldn't it be viewed as a broader development issue? Wasn't over-crowding one of the big 3 concerns of stake-holders in FBISD?

With the rapid growth in Fort Bend projected for some time to come, it's clear we will need to continue to build additional school capacity. However, according to the most recent numbers available from FBISD (as of 1/19/06) the District is currently 2000 students UNDER capacity for all elementary and middle school. (This includes about 1000 "hurricane" students that are being educated here). In some instances, schools such as LOMS and Garcia MS are significantly overcrowded while seats in adjoining middle schools go empty.

Building expensive new schools may be necessary, but thought should also be given to expansion of space at existing facilities, solutions that would allow students from overcrowded schools to receive transfers to schools undercapacity, etc. In this way, we may be able to avert some immediate crises, while the Board grapples with finally putting a long term facilities plan in place (not just a new bond referendum).

Regarding your question about the Sienna apartments: High-density housing may or may not contribute a disproportionate amount of students per area to the schools.
What we have found is that it depends on the type and size of housing being built. For example, complexes with primarily one and two bedroom units generally are rented by singles or young couples with no children. Complexes with large three-bedroom units are more likely to be rented by families. In addition, in FBISD, government subsidized, low-income housing units generally contribute the highest number of students per unit to our schools.

I have been a proponent of having developers of large subdivisions help with the cost of building new schools in their subdivision (i.e.
donating the land or a percent of their profit). Actually they are benefitting from the school districts reputation.

Also the district needs to look into useing campusses that are not filled to capacity. I know this is a hot topic, as parents of children from some elite subdivisions do not want their chilren to attend school with more economically disadvantaged students. But empty classrooms are a waste of taxpayer money!!!

I just found this in the FB Sun. It seems even the EDC is concerned about this type of over-development in the county now:

"Of considerable concern to the growth formula and quality initiatives of Fort Bend are the alarming number of apartment units being constructed.
Over the past three years, over 3500 units were constructed.
That number is 140% of the units built for the entire 5 years prior.
The successful formula for Fort Bend has been to focus on master
planned communities and low density new residential development.
"Increased apartment construction will erode our quality initiatives over time if not controlled.
Unfortunately, much of the developable land available in the County remains in unincorporated areas or in Cities or ETJs without any form of land control.
This needs to be a significant priority countywide in the near term. At the same time, we must encourage affordable housing especially for first time buyers where development follows quality standards we have come to expect in our community"

It's hard to meet "quality" standards of housing when some of the powers that be are bound and determined to fly jets over the new (SP) middle school and the existing elementary school not to mention homes in the area. That's quality.

I agree 100%. Of course the Sienna developer is only supporting the road diversion (not the airport expansion that is tied to it)--right?

Where I came from in Nevada the land developers (large master planed communities) were REQUIRED to set aside land for the schools at NO COST to the school district. In many cases the builder also assisted in paying for costs involved in building the school.

there was still a problem due to the huge number of appartments being built there. A single appartment complex with 1500 units had nearly twice the number of children attending the local school than the 2500 homes in the community.
