Are County, Developers & GFBCEDC Officials Still Pushing For An East FBC Airport Expansion Over Sienna & Surrounding Areas Near Arcola/Missouri City?

Arcola official questions county’s commitment to McKeever Road

Arcola City Councilman Tom Hilton has long felt there is a problem with the way Fort Bend County handles planned improvements to McKeever Road. He feels the county is catering to the wishes of a private airport owner who owns property adjacent to the road. The county, on the other hand, says they will do maintenance to the road but are stymied because Hilton is delaying the process.

Both the city of Arcola and Fort Bend County agree that the road needs improvements and the county has delegated funds from a previous bond referendum, which at the time voters agreed to the bond issue suggested that a major revamping of McKeever would be done with the Texas Department of Transportation picking up 90% of the costs and Fort Bend County paying 10% or $4 million.

The plan never came to fruition because TxDOT showed no interest and did not have the funds. That left Fort Bend County with the $4 million in funding set aside for the Arcola project. And a portion of that amount is what the county says will be used to upgrade McKeever if the two entities can come to a mutual agreement.

Arcola has asked to see the county’s design plans on the project before they give the OK for the work to begin. The county says there is no design plan to see because this is not a major renovation. Owen, Poats hold differing views on Missouri City’s future

The Missouri City mayoral race has drawn two candidates – incumbent Allen Owen and challenger Greyling Poats - each with differing views and plans for the city’s future.

The upcoming May city elections will be the second time the two have faced off for the city’s top spot. The first time was in May 2006. Owens won the race with 68.55 percent of the vote to Poats 31.45 percent.

Owen has held the mayor’s seat since 1994. Poats, a local insurance agency professional, has lived in Missouri City for 26 years.

Each candidate was given an opportunity to respond in his own words to a series of questions to enlighten voters on his plans for the city’s future.

Q. What are the top priorities of your campaign platform?

A. Owen

The top priorities of my campaign are basically the same they have been since I took office 22 years ago - to promote the city of Missouri City as a place that people want to call home and to provide the quality of life that is necessary to do so. That involves public safety, air and water quality, a good mixture of residential and commercial growth, and to continue to work towards replacing or at least reducing property taxes with sales taxes. That can only be done by continuing to attract commercial and retail businesses. I also want to see the Quail Valley Country Club issue resolved with as small an impact to the community as possible. I want to see us continuing working with our consultants on developing a master plan for the Texas Parkway/Cartwright Road corridors that will redevelop and vitalize that part of the City that serves as one of the gateways to our community.

A. Poats

My top priorities will be within the corporate city limits of Missouri City. I will work to revitalize our current subdivisions. I will work to revitalize Texas Parkway, Cartwright Road and FM 1092 by bringing new businesses and assisting current center owners and businesses in upgrading their investments. I will work to have the amenities that define a city in Missouri City for the use of our citizens.

Q. What is your vision for Missouri City's future?

A: Owen

My vision for the City is one of being a premiere place to live and work. I see us growing to well over 125,000 people in the next 10 years and we need to be prepared for that. We have aging infrastructure that will need replacing - streets, side-walks, park improvements, and adding the necessary police and fire personnel to keep up with that growth. We will truly embrace the "Show Me" slogan as we begin to attract major employers and industry to our area. This will provide many new jobs as well as stimulate the housing market, while we may see other areas of the State and country not do as well.

A: Poats

My vision is for Missouri City to be the premier city in the state of Texas and in a very short time the premier city in the United States. We have the people and the diversity to attain this goal. I will utilize the many positive ideas of our citizens and stop dealing in antiquated ideas where the interest of one segment of our citizenry or one subdivision’s interest is above the rest of the city’s.

Q. What are some of the concerns expressed by Missouri City residents that you have plans to respond to?

A. Owen

My concerns are how we keep ahead of the growth so we do not lag behind and find ourselves trying to catch up. Replacing that aging infrastructure gradually and as we can afford to do so. Making sure that our staffing is adequate in all areas of the City, and especially public safety. Making sure that we have adequate fresh water for our future will be a tremendous task and one we prepared for over 10 years ago. We will have to start treating ground water before it enters our streams and this will be a costly measure, yet necessary one to provide our future generation with clean water.

A. Poats

Within the corporate city limits of Missouri City, council has failed to address the basic needs of our citizens. Highway 6 at Lakeshore Harbour has needed a traffic light. Gessner in the Colony Crossing needs a traffic light. I will protect our children and citizens by first taking care of our basic needs. We will install sidewalks to assist our children who have to walk to school. Our police department will further its efforts to serve and protect our citizens. We are not going to over commercialize Highway 6. Our fire department will be the best in the area.

Q. What characteristics does the city have to be proud of as "The Show Me City"?

A. Owen

As we adopted the "Show Me" slogan earlier last year, we did so saying that we truly do have things to show. We have a highly educated, highly paid, very diverse population that will continue to attract people who want to be part of our City. We will work through the Quail Valley Country Club issue and end up showing people 400 more acres of beautiful green space, water features, mature trees, and an opportunity for everyone to enjoy some part of it. Diversity is the strongest asset we have. We live, work, and play together in a healthy environment that has proven to be our best known strength. We will continue to do that even as we reach a population almost twice what it is today.

A. Poats

We need to be proud of our people. We have a very diverse population and a very good income level in our city, but we don’t work with the people within the corporate city limits. We focus upon minutia instead of focusing on the large things. The large things we need to focus on are our citizens and our children. What are the amenities we have as a city? Why don’t we have real theatre, why don’t we have movie theaters? We have been here long enough to have those things, to have culture. We are focused on Quail Valley which is very good, but why did Quail Valley go down? I believe the answer to that question is that the mayor and his contemporaries have not been proactive, they’ve been reactive. We are going to be a proactive administration, wherein we look at things and try to work with those things now. We want to enhance the wonderful things that we have and then look to add to things in Missouri City.

Q. What areas need improving to make it the "The Show Me City"

A. Owen

We have an aging infrastructure that will need replacing, such as streets, sidewalks, park improvements, and adding the necessary police and fire personnel to keep up with that growth.

Drive around, look at the gateway of the City. Drive around and look at the strip centers on 2234 and on Cartwright Road. Look at how people are really in morose. Why is it that in every facet of the city people are arguing? Quail Valley argues because of the golf course; First Colony argues because of sidewalks; FM 2234 and Cartwright Road residents are arguing because of the way it looks. The subdivisions are arguing because they are not getting any assistance from the city or any direction from the city on what they should do and how they should do it. Our mobility plans are not in place for the city? Those are the things that need improving.

. . . Q. What will you focus on in the first six months should you be reelected?

A. Owens

We will work through the Quail Valley Country Club issue and end up showing people 400 more acres of beautiful green space, water features, mature trees, and an opportunity for everyone to enjoy some part of it.

My initial focus will be on the health and safety of our citizens. Traffic signals, sidewalks and children’s safety will be the initial undertakings. Concurrently, I will make Texas Parkway’s appearance reflective of the gateway entrance of the greatest city in Texas. I will bring business to Cartwright Road and FM 1092 that reflect the character and values of all Missouri City residents. I will determine where the money from past bond issues has gone and establish and use line item spending for new bond proposals. I will work to bring back community pride and that feeling one has when you know any venture you take on can be accomplished. I will have the citizens of Missouri City knowing their elected officials are working on their behalf and not some entity who may come to Missouri City for that entities financial gain to the detriment of our citizens. I will push for term limits. I will bring back civility, credibility and accountability to the Mayor’s office. I will initiate the work to increase property values. My focus will be proactive, not reactive as things are done with the present office holder.

Broken Promises Plague Suburban Development

WESLEY CHAPEL - Mark Spector liked the Bridgewater community off Curley Road so much he convinced his in-laws to buy a house down the street.

That was in 2004 when Lennar Corp. was in the early stages of developing the 760-home community just east of the Wesley Chapel school complex.

"We were expecting a real nice, clean community," Spector said. "We'd moved from California, and we were expecting the planned communities to be similar to the planned communities we'd lived in in California."

Spector says what he got instead was a community dominated by renters and out-of-town investors. Residents say the community is plagued by drug dealing, gang graffiti and poorly maintained properties.

"It makes it really difficult for a community to really be a community," Spector said. "It looks very much like an apartment complex on the weekend where you see a lot of rental trucks moving in and out."

The implosion of Florida's overheated housing market has left thousands of homeowners living in situations similar to Spector's and his neighbors' in Bridgewater.

Binge-buying investors, many of them now stuck with homes they can't flip and can't afford, are either filling those houses with short-term tenants or simply abandoning them. For Bridgewater residents forced to live amid the housing market's ruins, the promise of suburban peace and quiet has been replaced with concerns about crime and falling property values. Operator of landfill, expansion opponents try to reach settlement
Negotiators face Thursday deadline to report to state

Allied Waste, which has proposed to expand its Blue Ridge Landfill in east Fort Bend, and the project's opponents, are negotiating a settlement.

"We've tried to work with the opposing parties from the beginning," said Gary McCuistion, an Allied Waste spokesman.

He said the company has been seeking a resolution outside the court with the opponents, including three local television stations, residents most of whom formed a group named Coalition Against Blue Ridge Landfill Expansion, and the city of Pearland.

Richard Morrison, attorney for the resident group, said his group agreed to Allied Waste's proposal to ask for the State Office of Administrative Hearings' approval of a delay of a previously scheduled June 16 hearing on the dispute. . .

. . .The project has been endorsed by Missouri City Council and Fort Bend County Commissioners Court, but opposed by Brazoria County Commissioners Court and some elected officials including state Rep. Dora Olivo, D-Rosenberg, and U.S. Rep. Nick Lampson, D-Stafford, in addition to Pearland municipal officials.

School Board And Developers At Odds Over Land Sale In Sienna

FBISD Trustees Approve $3.35 Million Land Purchase

Fort Bend ISD trustees approved the purchase of a total of 77 acres of property from H.W. Sienna L.P. for more than $3.35 million, but not without some hard questioning of Superintendent Timothy Jenney and some scolding of the seller by one trustee.

The sale of the two parcels of land, 62 acres and 15 acres, at a cost of $1 per square foot came only two week after trustees voted to buy 110 acres from Hannover Estates at a cost of $5.3 million. While discussions of both sales occurred in closed executive session as allowed by state law, it became apparent during the public approval discussion that there were some apparent hard feelings between the district and H.W. Sienna over the deal.

During the open discussion it was revealed that the Hannover site was the board’s second choice, but H.W. Sienna’s asking price for the preferred location was too high. Only after the board approved the purchase of the Hannover property did H.W. Sienna come back to the table and lower their price.

Jenny told trustees that H.W. Sienna’s initial price was $1.15 per square foot, but after the board approved the Hannover purchase that price was dropped by $503,118 to $3,354,120.

The property, which is located south of the end of Sienna Parkway, would be used for future campus sites, possibly including a high school, two elementary schools or an alternative center. A final decision on which facilities would be located on the site will not take place until after a 60-day feasibility study has been completed.

Jenney said that the Hannover site, which is located off of FM 521 in the Arcola area, would still be useful to the district.

“We would use the property for other educational purposes,” Jenney said. “We feel this is a good investment.”

During a series of pointed questions about the purchase, Board President Cynthia Knox asked if the price was the only driving factor behind Jenney’s recommendation that the board approve buying the additional site. Jenney said that the decision was primarily economic, but the preferred location was also a factor.

Commenting on the proposal, Trustee Steve Smelley scolded a representative of H.W. Sienna for the way the company handled the negotiations.

Pinnock Outlines Positions For Council Run In This FBN Piece

“It is far time for our city council to take a proactive interest in the quality of life of Missouri City residents because it is our local government that has a ‘direct’ impact on the quality of life that we are able to live,” said Pinnock. “It affects not only what we can do but also how we can do it. So much has been neglected in our city over the years, ranging from fleeting businesses, medical facilities, crumbling sidewalks, poor schools to increased taxes, crime, and home foreclosures.”

Pinnock, 34-years-old, is a resident of Quail Valley, along with his wife, Tiffany Pinnock, and his 10-year-old son, Noel Pinnock II. He has a master’s degree in public administration, with a focus on city planning and urban development, and is the e-TRAIN director, professional development services, at the Houston independent School District Hattie Mae White Educational Support Center.

“I have attended many meetings throughout Missouri City and have had the fortunate opportunity to hear from citizens that have a since of uncertainty regarding our city’s future and its inability to compete among neighboring cities,” said Pinnock. “Many of these voices are dissatisfied with how our ‘elected’ city officials respond to concerns that residents bring before council. Some who possessed the courage to go before the council left with negative perceptions and a lost sense of hope. Our city employees are also feeling the pain, especially when one incumbent on the dais diagnosed them with having an ‘entitlement mentality,’ regarding their much-needed salary increases. Their morale is down and that is not fair to them or the residents that rely on them to provide city services.”

FBN:Allied Waste Requests Time From Court For Settlement Talks On Landfill Expansion


Government action on a controversial proposed expansion of Blue Ridge Landfill has been postponed for 90 days, apparently so landfill owner Allied Waste can try to settle differences with opponents of the project.

Allied Waste operates Blue Ridge Landfill at 2200 F.M. 521, a mile north of Fresno in Fort Bend County. Allied wants to increase the landfill “waste footprint” from the current 302 acres to 784 acres, and increase the maximum height at which refuse can be piled, from the current 58 feet to 170 feet.

But at that height, say officials with Houston TV stations KTRK Channel 13, KHOU Channel 11 and Fox affiliate KRIV, the giant mound of garbage would block weather radar signals from the stations’ towers, 3 miles or less away to the northwest, hampering efforts to track hurricanes, tornadoes or other severe weather.

The TV stations – along with the City of Pearland and a citizens group called Coalition Against Blue Ridge Landfill Expansion – gained the right to participate in what’s known as a contested hearing against Allied and the Blue Ridge Landfill expansion plans last year.

An administrative law judge in Austin ruled last week to defer proceedings in the contested hearing until June 6. Richard Morrison, an attorney representing the CABRLE group, said Allied has indicated it would use the 90 days to try to reach a settlement with the three groups opposing the expansion.

However, Morrison also suggested that Allied conceivably could settled its differences with one or two of the opponents of the expansion – but not all. . .

Looks like a number of possible reasons for this tactic. One could be to try and get the major players to settle and out, that way only individual residents would be left giving the company an even more unfair advantage. Hopefully this is not the case!

MCC Exclusive: Kevin Tunstall Files For Missouri City Council Position 2!!!

It has been brought to our attention that Kevin Tunstall, a local healthcare business owner and former district C council candidate, has filed to run in the May 10th city council races for the position 2 at large seat currently held by long-time incumbent Buddy Jimerson. He joins Harvey Willie (30) also of Missouri City in challenging for the seat.

Tunstall ran on a platform in 2007 and was narrowly defeated, after Bob Burton vacated his district C seat, by an Owen backed candidate. He advocated for lower taxes, fiscal responsibility, demanded a repeal of the cities controversial infrastructure ordinance (46-4), wanted a full review of the contract with the Blue Ridge Landfill Co. with the city, especially the non-opposition sections preventing the council from opposing the proposed 20 story expansion of the facility, and campaigned for improved parity in development, opposing tax increment reinvestment zones for select commercial developers in prime areas, many who had reportedly made regular campaign contributions to the mayor and several current and past council members, giving off the perception of potential conflicts of interest.

When asked why he is seeking this seat, Tunstall responded, "because the current mayor and council have lost touch with the community they serve and are no longer living up to their obligations to ALL of the city".

Olivo Ekes A Win; Stavinoha To Face Morrison; Gibbs & Olson In CD-22 Runoff

LLong-time Democratic District 27 State Rep. Dora Olivo held off a strong run by Ron Reynolds in Tuesday’s primary election to hold onto her seat by fewer than 200 votes.

According to unofficial results from the Texas Secretary of State and the Fort Bend County Elections Administration, Shelly Sekula Gibbs will face Pete Olson in a runoff election for the right to represent the GOP and face incumbent Congressman Nick Lampson in the general election.

Also in runoffs are the leaders in their respective party races for Precinct 1 Commission. Incumbent Tom Stavinoha held a substantial lead over Greg Ordeneaux and Bill Dostal, but still faces a runoff with Ordeneaux. Stavinoha had 3,488 votes, Ordeneaux had 2,542 and Dostal got 2,292. Stavinoha would have had to win at least 50% of the total vote to avoid a runoff.

Richard Morrison led four Democratic rivals all night Tuesday, but wasn’t able to garner enough votes to avoid a runoff. He had 4,192 to 2,647 for Sharon Wallingford, and the two will meet again face to face.(follow the title link for the full story)

Noel Pinnock has filed to run for Missouri City Council At-Large Position 1, currently held by Jerry Wyatt. Pinnock is a 34-year-old Quail Valley resident, and an employee of the Houston Independent School District.

Wyatt has filed for re-election, along with current Mayor Allen Owen and At-Large Position 2 Councilman Buddy Jimerson. Willie Edward Harvey, III filed yesterday to run for At-Large Position 2 against Jimerson.
